Poland does not have a bilateral driving license exchange agreement with India. This means NRIs cannot simply "swap" their Indian license for a Polish one — they must go through a partial or full licensing process. However, if you hold a valid Indian license, you are typically exempt from the practical driving test and only required to pass the theory exam. This guide explains the process as of 2026.

Step 1: Create Your PKK (Profil Kandydata na Kierowcę)

The PKK is a digital profile in Poland's central driver registration system. Without it, no driving school can enroll you and no exam can be scheduled. To create your PKK:

  1. Visit the Wydział Komunikacji (Traffic and Transport Department) at your local Starostwo (county office) or equivalent city office (Urząd Miasta for major cities).
  2. Submit a completed application form (Wniosek o wydanie prawa jazdy) — downloadable from the starostwo website.
  3. Provide: valid identity document (passport + karta pobytu), proof of Polish address (zameldowanie or rental agreement), 1 biometric photo (35×45mm), and a medical certificate (orzeczenie lekarskie) from a licensed Polish physician confirming fitness to drive.
  4. Pay the applicable fee (typically PLN 100.50 for the license itself).
  5. The office creates your PKK and provides a PKK number — this activates your profile in the WORD (Wojewódzki Ośrodek Ruchu Drogowego) exam system.

Step 2: Register with a Driving School (OSK)

Even if you are exempt from the practical test, you must formally register with an accredited Ośrodek Szkolenia Kierowców (OSK). The driving school will:

  • Enter your PKK number into the system to activate your exam eligibility.
  • Provide access to theory training materials (many offer Polish and English language options).
  • Schedule your theory exam at the WORD for your voivodeship.

Costs vary but expect PLN 500–1,200 for the theory course package (registration + materials + exam fee). Some schools offer "exchange license" packages for foreign license holders at reduced cost.

Step 3: Pass the Theory Test (Egzamin Teoretyczny)

The theory test is conducted at the WORD on a computer terminal. Key details:

  • Language: The test is available in Polish and several European languages — but English is available at most WORDs. Confirm English availability when scheduling.
  • Format: 32 questions, 20 minutes. Basic questions (1 point each) and specialist questions (2 points each). Pass mark: 68/74 points.
  • Content: Road signs, traffic rules, road safety, first aid basics. The official question bank (approx. 2,000 questions) is available on the WORD's website and through apps like "Prawo Jazdy Test."
  • Retake policy: If you fail, you can retake after 14 days. No limit on number of attempts, but each attempt requires a new fee.

  • Valid Indian driving license — must be translated into Polish by a certified translator (tłumacz przysięgły). Cost: PLN 80–150 per page.
  • Certified copy of the translation.
  • Valid passport and karta pobytu (temporary or permanent residence permit).
  • Medical certificate from a Polish physician (important: must be from a doctor authorized for driver medicals — your OSK can refer you).
  • Proof of address in Poland.
  • 2 photographs (35×45mm).
  • Proof of PKK number.

Realistic Timeline

From starting the PKK process to receiving your Polish license: 1–3 months, depending on:

  • Starostwo appointment availability for PKK creation (1–4 weeks in major cities).
  • OSK enrollment speed (typically immediate).
  • WORD theory exam slot availability (2–6 weeks out).
  • License production and delivery after passing (2–4 weeks).
