What Makes Pet Relocation from India Different

India is classified as a high-risk country for rabies by most destination nations. This means your pet cannot simply board a plane with a basic vaccination certificate — most destinations require a specific sequence of steps done in the right order and the right timeframes, often months in advance. Get the order wrong (for example, vaccinating before microchipping) and the entire documentation chain is invalidated.

This guide covers the complete process: what India requires before export, what the 22 major NRI destination countries require, and how to plan a realistic timeline.

Step 1: The AQCS Advance NOC — India's Mandatory Export Clearance

Before your pet can leave India, you need an Advance No Objection Certificate (NOC) from the Animal Quarantine and Certification Services (AQCS), under India's Department of Animal Husbandry and Dairying. This NOC is free of charge. Your airline will not board your pet without it.

How to Apply for the AQCS NOC

  1. Download Application Form Annexure 1.1 (for dogs) or Annexure 2.1 (for cats) from aqcsindia.gov.in.
  2. Submit the completed form by email or in person to the AQCS office at your departure airport at least 7 working days before travel.
  3. Attach: Veterinary Health Certificate (Annexure 1.1.1 for dogs / 2.1.1 for cats), pet passport, flight ticket, and your passport copy.
  4. The Advance NOC is issued within 1 working day if documents are complete.
  5. On arrival, the AQCS officer inspects your pet. If fit: Final NOC issued on the spot. If clinical signs are present: 15-day quarantine at the AQCS facility.

AQCS offices are located at India's six international pet-clearing airports: New Delhi, Mumbai, Bengaluru, Hyderabad, Chennai, and Kolkata. If you cannot attend in person, you may authorise a representative using Annexure 1.6.

Step 2: Universal Requirements — The Same for Every Destination

Regardless of where you are relocating, every pet leaving India needs these three things done in strict order:

1. ISO Microchip (Must Come First)

Your pet must have an ISO 15-digit microchip (compliant with ISO 11784/11785) implanted by a vet. This must happen before any rabies vaccination — the chip ID links to the vaccination record. Doing it in the wrong order invalidates your documentation for EU, UK, Australia, and most other destinations.

2. Rabies Vaccination (After Microchip)

After microchipping, administer a valid rabies vaccine. The vaccine must remain valid (not expired) on the date of arrival at your destination. Most brands are valid for 1–3 years — confirm with your vet.

3. Government-Endorsed Health Certificate (Within 10 Days of Travel)

A licensed vet issues a health certificate that must be counter-signed by India's official veterinary authority (DAHD). This certificate is valid for only 10 days from the date of issue — schedule your travel date carefully around this deadline.

Destination Categories: What Your Target Country Requires

Beyond India's export requirements, your destination country adds its own rules. Here is how the 22 major NRI destinations break down:

Category 1 — Simple (3–8 weeks prep)

Canada, UAE, South Africa, Singapore, Malaysia: Microchip + vaccination + health certificate. Singapore, UAE, and Malaysia additionally require an advance import permit from the destination country's veterinary authority. USA is in this category for cats only; dogs from India face significantly stricter CDC rules (see our dedicated USA guide).

Category 2 — EU/UK Standard (4–6 months prep)

Germany, France, Netherlands, UK, Ireland, Italy, Spain, Portugal, Poland, Belgium, Sweden, Denmark, Austria, Finland, Norway, Switzerland: India is not on the EU's approved third-country list, so pets from India must complete an RNATT (Rabies Neutralising Antibody Titre Test) and wait 90 days after the blood sample before entering any of these countries. Switzerland also requires an advance import permit from the FSVO. Norway requires tapeworm treatment for dogs. This single RNATT requirement turns what sounds like a short process into a 4–6 month one.

Category 3 — Strict (8–12+ months prep)

Australia, New Zealand, Japan: These countries do not permit direct import of pets from India. Pets must be staged through an approved intermediate country first. Australia and New Zealand require 10 days quarantine on arrival. Japan can require up to 180 days quarantine if documentation timing is even slightly off.

Airline Policies: Who Will Actually Carry Your Pet

Not all airlines flying from India accept pets on international routes, and those that do have strict restrictions:

  • In-cabin (pet + carrier ≤ 8 kg combined): Air India, Lufthansa, KLM accept small pets in-cabin on select routes from India.
  • Cargo only: Emirates, British Airways, Singapore Airlines, and Qatar Airways do not allow pets in-cabin — they travel as manifest cargo. Cargo is also subject to temperature and embargo restrictions in summer months.
  • Brachycephalic breeds (Pugs, Bulldogs, Shih Tzus, French Bulldogs, Persian cats): Most airlines ban snub-nosed breeds from the cargo hold due to respiratory risk at altitude. With in-cabin options limited and cargo banned, options for these breeds are severely constrained — engage a specialist pet relocation company early.

The Three Biggest Mistakes NRIs Make When Relocating Pets

  1. Vaccinating before microchipping. This invalidates the documentation chain for EU, UK, Australia, and most other destinations. The microchip must be implanted and readable before the vaccine is administered.
  2. Underestimating the timeline for Europe. NRIs planning to move to Germany or the UK in 2–3 months are routinely shocked to discover the process takes 5 months minimum. The RNATT titer test and 90-day wait cannot be compressed. Start the process immediately after confirming your destination.
  3. Not confirming the airline accepts their breed. Book pet travel separately from your own ticket and get written confirmation from the airline before purchasing flights — especially for large breeds, brachycephalic dogs, or cargo-only routes.
